For decades, the consulting industry has been seen as a trusted source of strategic clarity. But that’s changing. Economic pressure, technological disruption and a new demand for efficiency are rewriting the rules and exposing an overlooked weakness: the “Complexity Tax”.

This is the hidden cost businesses pay when consulting becomes more complicated than constructive. Layers of sign offs, slow onboarding and endless deliverables can create more noise than progress – draining time, money and motivation.

The hidden “Complexity Tax”

While ‘Complexity Tax’ might not appear as a line item on an invoice, its impact is felt in every stalled project or missed opportunity. It’s what happens when teams spend more time managing processes than solving problems.

A recent study by Kognitiv of 500 HR professionals shows that while 95% of UK HR leaders work with consultancies, just 1 in 4 (26%) consider them indispensable. The top complaints from businesses being; lack of cost transparency, limited flexibility of services, inefficiency, failure to understand business needs and long restrictive contracts.

Traditional consulting models are clearly hitting their limits. In a world where markets shift overnight, complexity is a liability.

The rise of the boutique consultancy

That's why smaller, specialist consultancies are gaining popularity. The HR consulting market in Europe is currently generating around $21.5 billion of sales revenue in 2025, as the demand for consulting continues to rise, with an expected annual growth rate of at around 7%.However, smaller, boutique firms addressing niche market segments are making significant gains in market share as consultancy demands change.

Strategic consultancies, similar to Kognitiv, operate with a flat hierarchy, smaller expert teams and with a focus on impact above all else. By working closely with clients, we’re able to make decisions faster and measure success by results, not project length. This approach builds trust with the client and allows room for transparency and speed.

By weaving AI and advanced data analysis into this working structure, smaller teams are able to provide the same capacity and edge as larger, more traditional models – combining technical precision with human judgement to produce tailored consulting that works for modern challenges.

AI changes expectations, not people

Technology is transforming more than workflows, it’s influencing both company culture and client exceptions too. Technologies, like Workday, have been able to redefine modern enterprise management by unifying critical Finance and Human Capital Management (HCM) functions on a single, agile cloud platform. This kind of integration allows businesses to work smarter, not harder – blending real time insight and strategic planning to drive purposeful, sustainable growth. In the UK, 20% of HR leaders rank HR software and workflow systems among the top drivers of company culture, ahead of retention or diversity.

AI is pushing the conversation even further. The question is no longer what technology can do, but why companies still pay premium fees for tasks machines can now automate. Instead, they want consultants where human judgement, empathy and creativity truly matter.

Over half (59%) of UK executives believe the future of consulting lies in a hybrid model – one that combines human expertise with the precision of AI. This is where boutique consultancies shine. They’re more technologically flexible, integrating AI insights in real time and tailoring solutions instead of relying on one-size-fits-all solutions.

The consulting industry at a turning point

Consulting is at a crossroad. The old promise of excellence isn't enough if delivery is inefficient, slow or overly complex. More than ever, businesses want genuine partnership and tangible results.

As businesses race to modernise, it’s time to expect more from consulting partnerships than just strategy. The future of consultancy will be determined by those that can balance human intelligence and technological fluency to breakdown ‘Complexity Tax’ and lead in this new era of consulting.
