Oracle has opted for a joint leadership structure, naming Clay Magouyrk and Mike Sicilia as its new co-CEOs, in a move that places artificial intelligence and cloud infrastructure at the center of the company’s long-term strategy.
Magouyrk, previously President of Oracle Cloud Infrastructure (OCI), joined the company in 2014 after a spell at Amazon Web Services. A founding member of Oracle’s cloud engineering team, he led the development and scaling of OCI’s second generation platform. That infrastructure now underpins hyperscale cloud data centers and gigawatt-scale AI training centers, positioning the firm as a key provider for AI training and inference workloads.
Sicilia, formerly President of Oracle Industries, brings expertise in vertical applications and applied AI. He joined Oracle through the acquisition of Primavera Systems and later oversaw engineering teams that advanced intent-based application generation and deployed AI agents across industries such as healthcare, banking, communications, utilities, hospitality and retail.
Oracle Chairman and Chief Technology Officer Larry Ellison said both executives had proven their leadership and readiness for the top role.
“Clay’s years of experience leading Oracle’s large, fast-growing Cloud Infrastructure business has demonstrated his readiness for a CEO role. Mike has spent the last several years modernizing Oracle’s Industry applications businesses—including Oracle Health—by completely rebuilding those applications using the latest AI technologies. They are both proven leaders, and I am looking forward to spending the coming years working side-by-side with them,” Ellison said.
Safra Catz transitions to new board role
The changes coincide with the transition of Safra Catz, who has served as CEO since 2014. Catz will now become Executive Vice Chair of the Oracle Board of Directors, extending her 26-year partnership with Ellison.

Catz said Oracle’s “technology and business have never been stronger” and described the handover as the right move for this stage of growth. “At this time of strength is the right moment to pass the CEO role to the next generation of capable executives. Congratulations Clay and Mike,” she said.
In a joint statement, Magouyrk and Sicilia said: “We are excited to lead Oracle into the AI era, where technological innovation leads to extraordinary business opportunity and hyper-growth. Our combined strengths in AI, cloud infrastructure, horizontal applications and industry applications, will enable Oracle to deliver the latest AI capabilities to our customers.”
Alongside the CEO transition, Oracle announced that Mark Hura, EVP of Oracle North America Sales, will step into the role of President, Global Field Operations, while Doug Kehring, EVP of Operations, has been promoted to Principal Financial Officer.
